Hot Topics for the Contaminated Sites Program

Changes Adopted to Contaminated Sites Cleanup Regulations (7/9/08)
DEC recently adopted revisions to the Oil and Other Hazardous Substances Pollution Control regulations in 18 AAC 75. These regulations serve as the basis for decisions made to prevent and cleanup spills and contaminated properties in Alaska. Regulations changes take October 9, 2008.

Database of Contaminated Sites: (8/2/08) As of September 2nd, 2008, we have combined DEC’s databases of contaminated sites and leaking underground storage tanks into one. Searching for a contaminated site near you is now much easier. DEC maintains a public record of all sites reported to us and confirmed to have contamination, even after the issues have been resolved.

Changes to closure terminology for contaminated sites: As of September 2nd, 2008 DEC’s Contaminated Sites program has changed the terms used to describe site closure, replacing “closed” and “conditionally closed” with “Cleanup Complete” and “Cleanup Complete – Institutional Controls.” The dividing line between these categories is the need for periodic reporting-- reporting considered necessary when the possibility of future exposure to residual contamination may pose a risk to human health and the environment. Details on closure of any site are viewable on the Contaminated Sites database. A special report on Institutional Controls is available for sites with that designation.

Vapor Intrusion (7/9/08)
Vapor intrusion is an area of increased concern to DEC during the investigation and cleanup of contaminated sites. We at DEC encourage consultants to identify sites in need of vapor intrusion investigation. There are several methods for investigating and addressing the issue. We will work with responsible parties and consultants to identify the best approach for their particular site.
